KOICA is looking for suitably qualified, experienced and motivated persons to fill the following position; • Position Title: Project Management Officer • Duty Station: KOICA Uganda Office • Supervision: Deputy Country Director (overall supervision by the Country Director) Background KOICA Uganda Office is implementing a portfolio of development cooperation projects in line with the KOICA Country Program (CP) for Uganda, covering various sectors and thematic areas of cooperation. The projects aim to contribute to Uganda’s sustainable development through collaboration with government counterparts, implementing partners, development organizations, and other relevant stakeholders. The projects involve coordination with government counterparts, implementing partners, development partners, and other stakeholders, as well as monitoring of project activities, implementation progress, budgets, and deliverables throughout the project cycle. KOICA intends to recruit project management staff to support the effective implementation and overall management of its development cooperation projects. The staff will assist in coordinating project activities, monitoring implementation progress, supporting communication and coordination with relevant stakeholders, reviewing project-related documents, and ensuring proper administrative and financial follow-up. Purpose of the Assignment The staff will provide technical and administrative support for the management of Education sector projects in accordance with approved project documents, work plans, budgets, timelines, and KOICA procedures. The scope of work may be adjusted or modified as necessary in accordance with the requirements of the project and the successful candidate’s qualifications and experience. The scope of work may be subject to change, as necessary, following the selection of the successful candidate. Scope of Work and Key Responsibilities 1. Project Planning and Coordination • Support the planning, coordination, and implementation of KOICA-supported Education sector projects in accordance with approved project documents, annual work plans, budgets, and implementation schedules. • Support the preparation and review of project work plans, activity plans, implementation schedules, and other project management documents. • Coordinate with relevant government ministries, departments and agencies, universities, implementing partners, and other stakeholders to facilitate timely implementation of project activities. • Organize and support project meetings, consultations, workshops, field missions, and other coordination activities. • Maintain regular communication with project stakeholders and follow up on agreed actions and decisions. • Identify implementation bottlenecks and facilitate timely follow-up and resolution in consultation with relevant stakeholders. 2. Project Monitoring and Performance Management • Monitor the implementation progress of assigned Education sector projects against approved objectives, outputs, indicators, work plans, budgets, and timelines. • Track key project milestones, deliverables, procurement activities, training activities, and other major implementation outputs. • Support monitoring missions and field visits to assess the progress and quality of project activities. • Review project progress reports and supporting documents submitted by implementing partners and provide relevant comments and follow-up. • Support the collection, organization, and analysis of project performance data and evidence. • Identify implementation risks, delays, and emerging issues and support the development of appropriate corrective measures. • Contribute to documenting project achievements, challenges, lessons learned, and good practices. 3. Financial, Procurement and Contract Management Support • Support monitoring of project budget execution and expenditure against approved budgets and work plans. • Maintain budget tracking and implementation status records for assigned projects. • Review financial and administrative documents submitted by implementing partners and support necessary follow-up. • Support procurement and contracting processes in accordance with KOICA's rules and procedures. • Monitor major procurement and contracting milestones and identify potential delays or implementation risks. • Support the review and management of amendments, extensions, and other project-related contractual or administrative matters. • Ensure that relevant project records and supporting documents are properly maintained and accessible for reporting, monitoring, and audit purposes. 4. Reporting and Documentation • Support the preparation of periodic project progress reports, briefing notes, meeting minutes, monitoring reports, and other project-related documents. • Consolidate implementation updates from implementing partners and other stakeholders for internal reporting and management purposes. • Prepare concise summaries of project progress, key achievements, challenges, financial status, risks, and planned next steps. • Maintain up-to-date project files, databases, monitoring records, correspondence, and other relevant documentation. • Support the preparation of materials for KOICA headquarter, senior management, government counterparts, and other stakeholders as required. 5. Stakeholder and Partnership Coordination • Establish and maintain effective working relationships with relevant government counterparts, universities, implementing partners, development partners, and other stakeholders. • Support regular coordination and information sharing among project stakeholders. • Participate in relevant sector coordination meetings, technical working groups, workshops, and other stakeholder engagements as assigned. • Support coordination with other development partners where relevant to promote complementarity and avoid duplication of interventions. • Represent the KOICA Uganda Office in meetings and activities as delegated by the supervisor. 6. Field Monitoring and Mission Support • Support the planning and implementation of project monitoring visits and field missions. • Prepare mission schedules, briefing materials, checklists, meeting arrangements, and other necessary documents. • Conduct or support site visits to verify project activities, outputs, facilities, equipment, training, and other project-supported interventions. • Document findings from field visits and follow up on agreed recommendations and action points. • Support coordination of visiting KOICA headquarters staff, consultants, evaluators, and other technical personnel. 7. Results-Based Management and Evaluation Support • Support the application of results-based management principles in project planning, implementation, monitoring, and reporting. • Track project indicators and expected results and support the collection of relevant evidence. • Assist in identifying gaps between planned and actual results and facilitate follow-up with implementing partners. • Support baseline, midline, endline, evaluation, and other assessment activities where applicable. • Assist in reviewing evaluation findings and monitoring recommendations and following up on agreed management actions. • Contribute to the use of monitoring and evaluation findings to improve project implementation and future programming. Required Qualifications and Professional Experience • Applicants must be 18 years of age or older. • Bachelor's degree in education, International Development, Development Studies, Public Policy, Project Management, Social Sciences, Economics, Business Administration, or a related field. • A Master's degree in a relevant field is an advantage. • At least 5 years of relevant professional experience in project management, program coordination, development cooperation, or a related field. • A degree in Education and/or relevant experience in education-related project management is preferred. • Experience working in government institutions, international organizations, NGOs, or development partners is an advantage. Core and Technical Competencies • Good understanding of project cycle management, including planning, implementation, monitoring, reporting, and evaluation. • Ability to review project documents, work plans, budgets, progress reports, and other technical documents. • Strong organizational and coordination skills with the ability to manage multiple projects and competing priorities. • Good analytical skills and ability to identify implementation issues, risks, and potential corrective measures. • Good working knowledge of MS Office, particularly Word, Excel, and PowerPoint. • Strong sense of integrity, accountability, and professionalism. • Excellent interpersonal and stakeholder management skills. • Ability to work effectively with government counterparts, international organizations, implementing partners, and other stakeholders. • Ability to work independently while maintaining effective communication with the supervisor and team. • Strong attention to detail and commitment to quality. • Flexibility and willingness to undertake field travel and work in a multicultural environment. Language Proficiency: Fluent in English, both oral and written Level of Compensation: To be determined and negotiated in accordance with KOICA Uganda Office’s internal regulations and applicable policies.
